I was born with a skin disease where my skin is very light, i have only a few discolored patches and i can not tan. My hair is dark and my eyes are dark. What is this called?

I have been getting dry skin around my neck. I pespire very much and prespiration causes skin to irritate on that part. Two years back i was operated for breast cancer on the left and the left side of my neck gets irritated. When the skin peels of a sticky substance oozes. what could it be and what treatment

Micheal Jackson claimed he had a disease of the skin which made him white. If this was true, what is the name for that. He never gave a medical term for his problem. I haven't heard of any other cases which report the same problem of dark skin turning white. Any comments?

there is a small part on the right side of my head,on this part since i was born hair refused to grow there in my early years say up to 16 years of age i was not filling anything it was just smooth though no hair but afterward s i started feeling some sensation,later on it became rough and it became scaly sort of the skin coiling and even itchy,some people told me that it is eczema and i applied all tubes for eczema but no response, i have consulted a skin specialist but he told me and even showed me cases in books that such a thing happens but it is supposed to have no effect like the pain am feeling, he gave his medicine i have used it but all in vain,i feel a lot of internal pain on the right section of the head,including the jaws, neck and right hand, am a teacher but i can not raise my right hand to right on the chalkboard say for 10 minutes without getting a lot of pain in the hand. while on the surface the pain is not so much but i feel a lot of it internally.
i highly welcome any one willing to help me and i can avail any other information especially a scanned image of this affected part.
