Tear Duct Problems in a Toddler

Hello,


I have a 2 year old daughter that was born with quite a few eye problems.  She was born with a congenital cataract on her left eye and also clogged tear ducts that never cleared up on there own.  We're a military family, so I'm not sure if we're getting the proper care that she needs. That's why I'm looking for answers from anyone who might be able to help me.


My daughter has had three surgerys to try and fix her tear duct problem.  Each time stints were put in place to try and make an opening.  The first two times they were only left in for three months at a time.  This last time they were left in for a whole year.  After this last procedure her eye's looked great for about three weeks and just recently the infections have started to set in again, telling me another failure has occurred.  I'm at a loss.  I don't know what steps to take next.  The military doctors are telling me that the next surgery will be an invasive one leaving scars on both sides of the nose. 


Looking for advice.  Please help!
