If the hospital does not accept babies born before 24 weeks due to lack of equipment, they should have referred the baby to another hospital instead. But if this is really their policy, then it's crap! The role of hospitals is to provide health care to those in need of it and this premature baby really needs their care. The baby could have been still alive today if they did something.
