It doesn't matters what a nation's total emission is, China just has a much larger population.
Look at "per-capita" emissions and US is still BY FAR the number one country.
Reports like these are just another hopeless attempt to pass the buck.

I completely agree with SG, not only are per capita emissions substantially higher in (i believe i saw 3-5 times higher in recent reports) but also the report neglects the fact that much of Chinas increase in emissions can be accounted for by big corporations (e.g. walmart) shifting their manufacturing output to china to take advantage of cheaper labour costs and using the dirtier but cheaper energy provided by coal fired power stations. More misdirection and excuses from US "academics" wonder who was funding this particular report?
