There are several other departments under the state and central governments where people are found to be in an inabriated state during office hours but nobody has ever got any punishment, sacking is just not possible. What prompts the staff to take alcohol during office hours is not exactly known. They generally go out of the office under some or the other pretext and get boozed and after having done that they go to a Paan Waala and take Betel and pop it into the mouth so that they could not be noticed. This happens mostly where there are client or customer businesses.

This is only because there is a shortage of medical colleges. Had there 120 medical colleges there would be so many doctors competing hard for a govt. job that no doctor would dare to behave in such a way that would risk their job. Nobody here have heard of a school teacher who comes to class taking alcohol... Because they know if they are sacked once there is plenty of graduates waiting outside competing hard to get a job.
