Breast pain and tenderness just before and during menstruation, which is relieved after the menstrual bleeding is over, is usually due to the effect of a hormone called Estrogen. This hormone acts on breast tissue, which leads to excessive water and sodium retention in the tissues.
A quick but very temporary solution would be application to the affected area of an analgesic ointment when the pain occurs. A low-fat diet also seems to help, but how exactly does it is not known.
However, the use of 'oil of evening primrose' seems to help in the longer term. The hormonal levels reduce by themselves after a certain age, and the pain then disappears.

There are various factors working in this regard and it is clear that some of the factors are hormonal disturbance. However these hormonal disturbances could be due to various reasons. You have not mentioned your age, but these problems could also arise at an early age. Women who have had abortions habitually or induced or have had some genital infection could also experience this condition.
