Phimosis/Circumcision

Phimosis or circumcision is the surgical removal of the foreskin, which covers the head of the penis. Usually, this is done for religious or cultural reasons soon after a baby boy is born. Some people also do it for reasons of hygiene or health if the child seems prone to urinary tract infections.

The key words are "circumcision of HIV-infected men does not reduce HPV transmission to their female partners". Circumcision of any babies or men makes very little difference to disease transmission in either direction, though researchers like these are desperate to snatch victory from the jaws of defeat. Anna Giuliano has tried to find that circumcised men get less HPV than intact men, but she used men from Mexico and Brazil [almost all intact] and the USA (mostly circumcised). There are plenty of differences between those countries that explain the difference better. Circumcision is a "cure" looking for a disease, an excision looking for an excuse.
