Another government overkill.
If raw milk would be deadly, then I should be dead long time.
I wonder how much the milk industry is lobbying food authorities.
For the first 15 years of my life I drank milk coming directly from the farmer [1955-1970] - lots of it - not even heated. Whenever we hiked in the alps (Europe) we consumed milk directly from the farms.
Obviously it must be pure luck that I am still alive :-)

Yes, raw milk can contain pathogens but it doesn't mean that it would be harmful to humans. I know of some people that drink raw milk, directly from cows and they're fine.
