With reference to 'rat children' it is commonly believed that certain unscrupulous elements of society kidnap infants of poor families and put a metal cap tightly locked over their head for a long time which results in this deformity. How far this is true, the HRCP should investigate further.

Yes Shehzada Behram is right. The children given to shrine are normal but they are made like the one seen in the picture by some mafia to get the sympathy of people. So that they gave them money when they beg before them
