Because scientists have a difficult time being able to study and/or test marijuana because the government keeps tight control on marijuana for such studies. At the same time, drugs like cocaine and ecstasy are easily had for any kind of studies. When these drs. and labs do get marijuana to do their studies with, it usually isn't of a good quality and cannot be used.
