Acquired immunodeficiency syndrome (AIDS), caused by the human immunodeficiency virus (HIV), is a disease which destroys the immune system and makes the affected person vulnerable to opportunistic infections and tumors. There is no cure for AIDS, but modern multi-drug therapies have been successful in helping people with AIDS manage the disease.

Just 45 days after the US Supreme Ct Denied Rehearing (unlawful termination, after contacting / treatment Hepatitis C - Bruenn v. Northrop Grumman) Randall Tobias awarded Northrop a $10.7M PEPFAR grant for HIV/Hepatitis supply chain .
Compassionate PEPFAR which is part of USAID. Requires that contracts and grants which exceed $500K comply with compassionate survey mission statement requirements to be be awarded on strict compliance basis.
Northrop was fraudulently given a free pass, no survey all signed off by Randall Tobias... note: as far back as 2004 skeptics have questioned the involvement of defense contractors such as Northrop into USAID / PEPFAR supply chain logistics contracts and grants.

Received notice that USAID is investigating this very serious delicate matter.
